I've read that the following resolved the intermittent FCW off condition that has been discussed here off and on since 2011 or so: - sensor aimed too high, aimed sensor. - sensor loose, tightened sensor mounting screws. - sensor damaged, replace sensor.

The high beam indicator is driven directly from the switch so for it to behave as it is I can't explain unless there's a wring fault of some kind. Since the indicator works properly with the fog lamp relay removed (FSM indicates there are two relays) I'd try replacing the relay and see

If you have an VOM you can check the breaker. If it is good, then you can check for voltage on the pins of space #30. If none there is a good chance your wiper switch is bad.
